Bush "authorizes" arming of Serbia

In a memorandum to the Secretary of State, President Bush
has authorized arming of Serbia and its once partner, Montenegro.

According to the White House Press Release, President Bush has authorized
"furnishing defense articles and defense services" to both, Montenegro and
Serbia.

"Pursuant to the authority vested in me by the Constitution and the laws of
the United States, including section 503(a) of the Foreign Assistance Act of
1961, as amended, and section 3(a)(1) of the Arms Export Control Act, as
amended, I hereby find that the furnishing of defense articles and defense
services to the Republic of Montenegro and the Republic of Serbia will
strengthen the security of the United States and promote world peace," says
the George Bush memo to the Secretary of State.

It is not clear whether "furnishing" implies sale of arms or a grant of arms
to Serbia.

Addressing the Secretary of State, President George Bush further orders that
"You are authorized and directed to transmit this determination to the
Congress and to arrange for the publication of this determination in the
Federal Register."

What could this mean?

    This development could mean several things. First, the US understands the extent of the Islamic terrorist problem in Bosnia. Second, an independent Kosovo will eventually be a rogue state furnishing weapons, drugs, etc to anyone. Third, the new pipelines to be built in the region will need protection. Finally, free/cheap weapons in a region recently ravaged by war will encourage those states to align with NATO and the US to be on the side that doesn't get bombed.
